一 |     　　讯 8月20日，交通运输部举行专题新闻发布会，介绍“人工智能+交通运输”典型应用场景创新行动有关情况。    Colombo, Oct 12 (UNI) Sri Lanka should expedite signing Free Trade Agreements (FTA) with major countries like China and expand the current scope of the FTA with India rather than sign FTAs with small countries, State Minister of External Affairs Tharaka Balasuriya said in remarks published on Wednesday.
“At present India has signed FTAs with several countries and could use Sri Lanka as a spring board to penetrate those markets through India," Balasuriya told The Island Financial Review.
“Sri Lanka has signed FTAs with India, Pakistan and Singapore and is currently negotiating an FTA with China, which would immensely benefit the economy. Both India and China are considered countries with high growth trajectories," he said.
“Sri Lanka imports more than $3.6 billion from China while only $500 million worth exports go to China from Sri Lanka. Therefore, Sri Lanka has to look for an increase in export trade volumes in order to reap real benefit from FTAs.
“Further, India is Sri Lanka’s second largest trading partner with the bilateral merchandise trade amounting to about $3.6 billion," the newspaper quoted him a saying.
"Sri Lankan exports to India have increased substantially since 2000 when the FTA came into force and more than 60 per cent of Sri Lanka’s total exports to India over the past few years have used FTA benefits," the Minister said.
“Interestingly, only about 5 percent of India’s total exports to Sri Lanka in the past few years have used the FTA provisions, thereby indicating their overall competitiveness in the Sri Lankan market.
“Therefore, further expanding the FTA with India will enable Sri Lanka to penetrate other markets, where countries have signed FTAs with India."
The Minister went on: “Sri Lanka regained the European Union’s (EU) Generalized Scheme of Preferences (GSP+) privileges for Sri Lankan exports.
"The trade preferences under GSP+ consists of the full removal of duties on 66 per cent tariff lines, covering a wide array of products including textiles and fisheries. The GSP+ scheme is conditional upon Sri Lanka advancing human and labour rights and on working towards sustainable development.
“Macroeconomic stability and manageable inflation are important barometers for trade with European Union countries. Because of the current 70 per cent food inflation and unstable economic conditions, it will not be feasible to think of smooth trade with EU countries.”
UNI MR。　　交通运输部科技司司长徐文强在会上表示，交通是国民经济的大动脉，也是人工智能落地的超级实景试验场和规模化应用主阵地。近年来，交通运输部加快推进人工智能与交通运输深度融合，聚焦基础设施、运载工具与装备、运输服务、行业治理4大方向，梳理形成覆盖铁、公、水、航、邮全领域860项率先突破场景；成功举办了首届综合交通运输大模型智能体创新应用大赛，涌现出100多项典型智能体成果；组建交通运输大模型创新与产业联盟，汇聚55家行业龙头企业、人工智能企业、高校院所协同攻关，加快构建“1+N+X”综合交通运输大模型体系，为行业提供“会说交通话、善做交通事”的数智基座。　　徐文强介绍，去年9月，交通运输部联合6部门，出台了《关于“人工智能+交通运输”的实施意见》，全面绘制了“人工智能+交通运输”的方向标和路线图。今年6月，交通运输部又会同国家铁路局、中国民航局、国家邮政局和国家铁路集团，印发了《“人工智能+交通运输”典型应用场景创新行动方案》，全面启动了典型应用场景创新行动，打通政策落地“最后一公里”，推动人工智能技术更加有力驱动加快建设交通强国。　　此次创新行动，核心目标有3个：一是，让宏观政策落地生根，破解“政策空转、抓手缺失”的难题；二是，打通技术与行业供需壁垒，在主动向人工智能企业开放交通真实高价值场景的同时，引导交通行业主动拥抱新技术，消除“技术方不懂业务、业务方不懂算法”的鸿沟；三是，依托人工智能技术补齐行业短板，推动成熟技术规模推广、集成技术示范融合、核心场景集中攻关，培育自主可控的交通人工智能产业生态。　　本次创新行动，坚持“技术突破-场景验证-产业发展-体系升级”实施路径，设置了应用推广、创新示范、攻关突破3类场景，紧盯人工智能技术和具身智能等前沿技术发展态势，分批次推出典型应用场景建设指引。

二 | 交通运输部提出了如下蓝图愿景：到2030年，开放一批高价值应用场景，形成一批高水平算法模型，涌现一批“人工智能+交通运输”新基础设施、新技术装备、新服务模式、新产业形态，使人工智能更加有力支撑交通运输高质量发展和高水平安全，更好引领发展交通运输新质生产力。　　徐文强表示，目前，已围绕智能驾驶、智慧公路、智能铁路、智慧民航、智能邮政、智能多式联运等10大方向，发布了第一批41个重点典型场景建设指引，正式启动了首批典型应用场景项目创建工作。在此也强调，这次创新行动始终是开放式、普惠制原则，不设名额限制，不搞评比，只要项目符合“技术先进成熟、应用场景真实、具有行业推广价值”的标准，都积极将其纳入“人工智能+交通运输”创新成果库。对于入库的项目，将通过政策指导、标准服务、成果推广等多种方式给予支持，广泛激发全行业的创新积极性，共同将“人工智能+交通运输”做深做实。　　数据是人工智能的“燃料”。交通运输部将会同国家数据局，同步实施交通运输行业高质量数据集建设“百数争先”创新行动，广泛动员行业内外创新主体，统筹公共与非公共两类数据资源，贯穿供数、治数、用数全流程环节，完善制度、技术、标准、应用四大支撑体系，争取用3-5年时间，形成一张规模可观、模态丰富的高质量数据资源地图，构建供给有力、流通高效、安全可靠的行业数据资源体系，以高质量数据有力支撑典型应用场景创新行动。　　安全是人工智能的“底盘”。交通运输部同步前瞻开展了行业人工智能应用安全体系研究，出台《“人工智能+交通运输”应用安全指引》，坚持“包容审慎、风险导向、敏捷治理、技管结合、协同应对、防范失控”六大安全治理原则，形成覆盖人工智能应用全生命周期、全业务领域的安全治理框架，为本次典型应用场景创新行动筑牢安全底线。版权申明：凡注有“”或电头为“”的稿件，均为独家版权所有，未经许可不得转载或镜像；授权转载必须注明来源为“”，并保留“”的电头。    。
